Should my PSU do this?

Hi all,

Had a new build for just over a week now and not getting on too well.

I only have 1 case attached to my PC at the moment, cooling down my NB heatsink as it's silly hot. What I'm noticing is when the PC is under load (Could be anything from scrolling through a webpage etc) the case fan slows down slightly? My CPU is an i5 3750k, I'm aware that the CPU sits at 1.6Ghz when idle and then increases when you do the smallest of things. I can also hear the PSU fan speeding up slightly.

Is this normal?

You only have 1 case attached to your PC? Wouldn't the PC usually be inside the case :p? What you said is a bit confusing.

Not an expert, but if I were you the first thing I would check would be the temperatures of your PC, using Speed Fan or something similar.
