Should smart phones be banned for under 16s?

In my family whatsapp group I was pointed to a government petition about banning phones for under 16s.

I am 35 and don't have kids so I am not entirely informed on what goes on but this does seem a bit draconian and how would it be enforced? Maybe a better arguement would be to ban social media instead of the phone itself. After all , a nation voted in the Nazis and that was well before phones were about.
 
Smartphone ban, yes.

A phone that can make calls, send messages, and has GPS (so one can keep tabs on the little scrotes) would be ok. That's it.

Dad to two sons, aged 9 and 12. 9 year old has a phone with no sim card so he can use it on WiFi, 12 year old has a phone with sim. We check his phone weekly. But to be honest, it's a pointless exercise, as plenty gets sent around via whatsapp and snapchat that's 1 view then disappears. At home we're behind adblockers and adult content blockers over WiFi, same applies to the simcard, so he can't access inappropriate content via a browser.

what do you when you want to go on xhamster or a related site?
 
By living inside our heads I mean we think to much and not just do things.

I knew smartphones were going to be a problem when people started messaging each other while sitting at the same table. These were adults. So it's easy to see how kids think it's normal when it's abnormal behaviour.
thats mad, do you often see that?
