Should the 9800xt (agp) be able to cope well with Counter Strike

I currently run amd 3700+ with 1gb ram and the 9800xt

im running the game at 1280 x 1024 high detail - counter strike 1.6 (not source)

at points on the game my fps go down to 40 / 50

is there something wrong with my card or is this what i should expect?

ive set the max to 101

its sits at 101 most of the time but then at times it dips below 50

the fps go really low when im looking over long distances like on aztec and some stretches on dust2

smoke does lower it a bit but its mainly distances!
