Should we have "Turn Left on Red"

Drivers here are more competent than in the states, the volume of cars on the road on the other hand is more of an issue.

I was on the M25 on Saturday coming up to the South Mimms Junction, there was a car on the inside lane for the turn off indicating right to move out as they didn't want the junction, alongside it was another car indicating left as it wanted the junction. Instead of one lifting off or the car that had plenty of power to just accelerate and get ahead (both vehicles only doing 60), they end up slowing down to 30 and nearly crashing into each other/causing a pile up. I wish I had a dashcam sometimes - I can assure you most are not competent enough.

People can't seem to use something as simple and effective as a roundabout. Turning left on a red when clear is too simple for such simple minds.
