shut down greyed out

Hi

Using Server 2008 with Win 7 machines when you try and shut down it is always greyed out. You have to log off and then shut down.

How can I enable the shut down button via GPO?

it's in User configuration, administrative templates, start menu and taskbar, "remove and prevent access to the shut down, restart, sleep and hibernate options."

That hasn't done it. What happens when you click start is that log off is the default action. It doesn't display **** down at all unless you logoff.

Can't you do an RSOP and see what has been applied?
