Shutdown - Automatic restart

Having just completed an upgrade, i am having a problem where i turn the computer off and it automatically restarts.
I have been through quite a few things to try and solve this
Updated BIOS
Disabled all power management options in BIOS and device manager
Disabled automatic restart after a system error
Used Windows XP and Windows 7
Tried different hard drives
Tried different graphics cards
disconnected case features(sound usb etc) from the motherboard
disconnected DVD drive
Tried both USB and PS/2 keyboards
Tried the sticks of ram individually and in different slots
Ran Memtest

Im guessing it could be my PSU but some help would be appreciated before i go out and buy a new one.

My current spec is
MSI GD65
Ripjaw 12800CL8D 4GB 1600mhz
I5 750 2.66
Seasonic SS 430HB
 
Thanks for the reply. Double and triple checked the connectors. Even disconnected them altogether and used the power button on the M/B.
 
Cheers. Just finished trying that. Still the same. Im guessing one of the part is causing it, but cant be sure to RMA.
 
Was getting desperate last night so was trying every little thing again. Took the CMOS battery out and back in again. Still nothing. Then for some reason i decided to replace the battery with the one from my old motherboard and it worked. Strange.

Anyway, thanks for the help guys. Much appreciated.
