Shuts down then up again

Hi, got a tower system (about 4 years old) I press the on button, it starts to power up for 2 seconds and then dies. It then comes back up
Again but won’t boot (I can press f1 to get into bios and then choose partition to boot from) so it’s not booting from correct partition? To boot up.
When it’s up and running into windows 10 it won’t show correct time even though settings show network time (I think) could this be motherboard bios battery?

Could well be , Just change the bios battery and see.

After that try a different psu, what model psu is it?

Changed the battery and it was good, getting the graphics card out to get to battery wasn’t
