shutting down and starting up problem

hey up guys, i have just upgraded my system, but i have a problem.
1 in 10 when the pc starts up it goes past the post status, then just sits there doing nothing, or 1 in 10 when u shut it down it just hangs on the screen saying"windows is shutting down" my spec is as follows:
PLEASE HELP AS THIS IS REALLY DOING MY HEAD IN"
I did a complete format on the hdd as well.



athlon 64 3200(new proccessor)
1.5gig of ddr ram
asrock 939dual-sata2 motherboard(new board)
36gig raptor hdd(main windows os)
160 gig hdd(sata)
300watt psu

I had 2 x 256 pc2700 ram in my old board(worked fine)
i have brought 1 x 1gig pc 2700 ram recently(1 stick)

The problem is still the same with just the 256 of ram in, and still the same with just the 1 gig in.

I thought that's what it could be m8.

!!!!!!!!!!!!problem fixed!!!!!!!!!!!

well guys, fixed my problem thanx to u all, it was the psu.
it was only 250watt, upgraded to a 350 watt and it works brill, no more problems(only that the new psu has got a loud fan noise) any 1 recommend a quiet one, for a low price?
