Shuttle SN45 power on problem

My old shuttle system seems to be getting very flaky, sometimes taking an hour to come on or longer from when you push the power button.

Once its up and running its fine.

Would this suggest a psu problem or something more severe?

Or could i possible fix it without spending a penny?

Thanks guys
 
theres a green light on the motherboard the moment the psu is plugged in, maybe the switch is loose?
