Probably a silly question, but the fans commonly found on the side panels of cases: Should they be sucking air out or blowing air in?

Only reason I asked is that the side fan is the main cause of dust build up in my case (a crappy thermaltake tsunami dream [yeah right 
]). I was thinking, if it pulled air out then there would be less dust.
