Signs with numbers on, A13 Dagenham (Ford?)... what do they mean?

This is driving me mad lately and I can't find the answer on Google.

You can see these posts from the A13, there's one in the middle of the roundabouts on both sides and they have six numbers on them, and they're always different. It's not the date.

What is it?

It's about where Ford are, and the big Tesco depot. Can anyone shed any light?

ason Brugles has created four interactive sculptures that act as giant litmus papers, sensing and responding to a variety of environmental stimuli, such as daylight, wind and tides in this riverside area. Placed on roundabouts near the A13, the tall, 12 meter high ‘Litmus’ sculptures will be visible to motorists passing by when unveiled on the 1st February.

The sculptures have a steel framed acrylic structure, which supports an array of LED pixels. Each ‘Litmus’ tower reacts to its environment,gathering information and displaying it using different colored LED. Two of the towers are situated near Ferry Lane, marking the borders between an industrial zone and Thames marshes. They measure and display the light levels and tide levels at Tilbury. The latter is particularly important for the RSPB, who monitor birds on the marshes and are one of the stakeholders in the project. "I like the concept of the design. It will generate questions about and interest in, what is going on here," says Jerry Pittaway from the RSPB.

Marsh Way is the site of a further two towers, located where the traffic turns off the A13 into the Rainham area. The southern ‘Litmus’ tower displays the power generated by the neighboring wind turbine while the northern tower counts and displays the amount of traffic entering into the Rainham area.

I don't often see environmentalists and artists agreeing on the validity of a project, especially when it involves lights. Many other public art projects have had to undergo major changes due to concerns of disorienting birds or marine life with out-of-context lighting.

This is a great idea to bring more awareness of the environment to us humans who so often ignore our surroundings. Go Jason!

What is it?

It reminds of this

I was walking past a tall wooden fence the other day, you know the kind you see outside a building site. As I walked along beside it I heard chanting coming from behind the fence further up... they were chanting numbers, or rather just one number.

"Thirteen, thirteen, thirteen, thirteen, ..." they excitedly chanted. It sounded like a small crowd, young and old; men, women and children. All of them saying the same number over and over.

As I approached I saw a small hole in the fence just big enough to look through. The hole was right where the sound appeared to be originating from.

So, with the crowd continuing to chant "... thirteen, thirteen, thirteen, thirteen" and it seeming to become more intense as I leaned down to place my eye at the hole and work out WTF was happening in there.

Just as I put my eye to the hole a small finger like that of a child poked me in the eye and the crowd stared cheered loudly and started chanting again..

"Fourteen, fourteen, fourteen..."

Maybe its number of people who have asked the question about the sign :p
