Silent CPU cooler - but allows decent OC

As topic, looking to get a good cooler for my dads pc, its got a Q8200 in it, and I was looking to OC it a little to give him a little more performance. However, this will obviously require an aftermarket cooler, and there is a strong emphasis on silence, or very near silence.

I was thinking of getting the H50 or the H70, simple to install, watercooling, ticks most boxes. I've heard about them having noisy fans though - so if I was to take this route I would be looking for 1 or 2 silent fans to pair with it?

If not the H50/70, then whats another good option? Again, emphasis on silence, with good performance.
 
Noctua NH-D14 is quiet and cools the nads off any CPU. The older NH-U12P also works quite well.

The Corsair H70 runs two fans at 1900rpm to cool the radiator and should not be compared with the effectiveness of a custom liquid cooling loop. The H50 runs it's fan slower but does sometimes have a nasty buzzing noise from the pump. Most people run two fans on this setup too.

If you are only looking for a small overclock then maybe something cheaper.

Anything with a tower heatsink with at least 4 heatpipes and a 120mm fan will be quiet-ish.

Also after a little research I don't think you'll get much of an overclock out of a Q8200 anyway so spending lots of cash on a cooler would be a bit of a waste.

I'm not expecting 4Ghz, just raising it to 3Ghz would be a success. The board its going to be going in is pretty wicked and OC friendly, so should be able to do well with it.

What do you think silent is? As you believe a silent fan is possible we disagree on the definition. What case is it, and how is hardware arranged internally? Photo?

Thermalright Silver Arrow or Noctua NH-D14. Both run very quietly and are better than the likes of the H50/ECO which are louder. In fact the former two can be run passively given a case with good airflow and both have managed to handle my i7 at 4GHz solidly. Saying that, running passively wasn't exactly of benefit since the case fans still produces noise.

A truly silent system (no noise whatsoever) that can OC will be hard to create but a quiet system on the other hand is very feasible with the above two coolers.
 
Meant to be quite loud. Look out for the new Evo version. It comes with an updated fan which pushes a little more air, a bit quieter.

Yep +1 on that I have one and its really nice read loads of review on it and I think another good thing about it is it screws into the MB and don't use them crap clip thing :).

It is a beat though but well worth it.
 
Thermalright ultra 120 extreme with one akasa apache fan. Normal usage on mine 600rpm, under prime blend at 3375MHz on 6 cores it goes up to 1100rpm. Virtually silent.

You also need to consider PSU fan as this is normally the loudest fan unless like mine it is passive at normal load.
 
scythe mugen 2.. allways used it with standard fan and never had a problem, really quiet when controlled by mobo pwm, low temps..

only downside its HUGE.
