Silent Gpu

I need help finding a silent gpu,

Needs to be:
Silent
Windows 7 compat
play some games like fallout 3 (not on high quality if cant)
Fast booting
dx 11

I noticed some of the silent gpu use 64bit, does that slow them down a lot when comes to gaming? im going from a hd 4670 but its making to much noise for my bedroom when combined with everything plus it doesnt install in windows 7.

haha i should have put i want pay £60 max even if that means used

haha give me a break, i hardly game, i use screen res of 1024
I just want something that could maybe handle a game for a tiny bit lol
