Hello, I’m building a second pc for work duties and I am hoping to get it completely silent. Can the 10600 be air cooled silently? I’m just going to use integrated graphics and won’t be overclocking.

A big Scythe or Noctua cooler will keep it in check easily. Even better if undervolted some.
 
It depends on how you run it and BIOS settings.
If you want to let it run at 200w or higher indefinitely then silence is unlikely.
I’d get a non K chip and limit it to 150w or less if I was aiming for silence.

At stock default settings a 10600K will just about use ~100W at full load with AVX so it will be nowhere near 150W. Therefore with a good air cooler it should easily be run near silent with fans below 1000rpm.
 
Ok, change of plan - going with a 5600X. thank you everyone for the suggestion.

Will the AMD stock cooler that has the RGB ring be able to cool this silently?

The cooler that comes with the 5600 doesn't have RGB and will be quite noisy so you're best going with a better cooler, scythe Mugen 5 is a good option if you like silence.
 
When i had the 5600X (upgraded to 5800X) i had it running with a Noctua NH-U12a with fans running at 500rpm and it was pretty much silent.
I also use some Noctua PWM cables for my 3 140mm case fans and run them at 500rpm also.

System was pretty silent.

The noisiest thing in my cas enow is my 8TB WD Red drive but cant do anything about that until 8Tb SSD's drop to reasonable prices :/

The 5600X is a pretty cool CPU and with the noctua idle'd at around 28/30*C and ful load it was around 60*C
