Silly GPU Boost question

So i've not added any extra oc to my 1080ti, but the boost clock is running in the mid 1900s without any urging from me! Is this the normal behaviour for a card supposedly boosting to mid 1650s?

Here i am thinking im going to need to push power above 100% or some such to push above the official boost speed, but the damned thing pushing itself without any interference from me!
