SIM Only Help - Mobile & Data

I've currently got a Vodafone SIM only deal on my Mobile and allows me a "Sharer" SIM which has either been in an iPad or a MiFi device to give me data on other devices on the move as I prefer not to tether from my mobile (rather use the battery of a second device).

I'm contemplating moving from Vodafone but do other networks offer a similar setup? I've had a look at 3, EE, BT but it doesn't seem to be obvious (but then Vodafone don't really advertise it either)

EE let you share data to another SIM but you've still got to have a contract for the second SIM.
