Simple HTML editor for adding URLs over an image

Hi,

I'm looking for a free HTML editor which will enable me to add some areas to an image which link out to various URLs (ideally with hover text). Can anyone suggest a good tool?

notepad++ for windows
Brackets for mac.

That'll generate the code for your image map with links.

For the rest of the HTML on the page, Notepad++ as @mrbell1984 said.

oh you mean image to url! got ya yes as above.
