simple paint and photo software

im looking for a simple decent photo and paint software, i currentlky have paintshop photo pro XI installed and it takes a while to open and has way to many features than what i need.

so what should i get that will allow me to crop and resize etc and do many opf the basic photo and paint tasks and will open quickly and its not too complicated?

any software either free or pay for please recommend

Irfanview?, I think it does all you need

Paint.Net seems to be exactly what you require. I use it here at work over PSP because it's so fast to startup, and isn't overly complicated.

thanks for the advice guys i have downloaded and installed both applications so ill try them out and see what suits me best, both look fine and open very quickly.
