Simple program to permit/deny applications network access?

Hello.

I'm looking a simple permit/deny type program (not full firewall) to limit what programs can access the internet and call home etc. I remember back in the day when using Zone Alarm to do this and found it quite effective, but otherwise rubbish. What is the modern day recommendation?

I've tried this one before and was almost what I wanted.

How about creating rules using the built-in Windows firewall :/

I hate software firewalls. I just wanted a program that can permit and deny applications only.
