Simply way to broadcast mobile data?

Not sure if this is possible.

I have two phones, one is a work phone but it doesn't have a SIM card.

Is there an easy way I can set up my phone, to act as an access point for the phone without the SIM card, so I can effectively have mobile data on both of them if I'm not near WiFi?
