since when did they stop selling Heatsinks on their own?

Just been looking at CPU coolers

i love my current heastsink, i can put what ever fan i like on it, up to 2 of them

why has this been changed?

how are you supposed to get "maximum" performance on air cooling these days ?

I suppose from their point of view, they'd rather make sure the heatsink has a suitable fan on it. Also most users need the whole package, how many heatsinks would sell on their own? I'm guessing not many...
