Not without an external ADSL modem no.

It has no built in modem, you will need to use something like a DrayTek Vigor 120 or a Linksys AML200 to provide it with an ADSL connection.

Seems to be a shortage of decent ADSL routers

especially anything with decent trafic prioritising features.

Plenty of them around, DrayTek make a whole raft of products that can do some fairly decent QoS / shaping.
