Skill or luck?

There is no luck or skill.

There is only luck and skill.

For example poker is 5% skill and 95% luck.

Some things are 100% luck, but there is nothing that is 100% skill
 
if i was to hit it it would be skill, if a mate hit it then it would be luck... simples.

and the argument would be epic.
 
On balance then, which of skill or luck would play the biggest role?

Depends on the situation and the difficulty.

Photographing puffins in flight at Bempton cliffs springs to mind.

With no skill using the camera you won't get a photo at all.
But even the most experienced photographer isn't guaranteed to get a photo as the birds movement is so random.
There is still a significant amount of luck involved.

Spending lots of time will give you more chances.

That would depend upon how fast the target was moving, what was being used to hit it and the proficiency of the individual in hitting the target with the chosen object. For example, the movement of a snail is unpredictable, but hitting it with a shovel, even if said shovel was yielded by the most incompetent of persons, is more easily achievable than if a skilled individual was to attempt to down a swift with a rock.
 
It depends. If the travel time at the speed at which the object is thrown is greater than the time taken for the target to move one whole target's distance, then it's luck alone, all else being equal. By the nature of the question, it is unpredictable, as in completely random movements.

Skill would come in to it if you could change the speed of throwing the object to be faster than the speed at which the target moves out of the way.

Pretty philosophical question. As someone pointed out there is no such thing as true randomness yet to be defined. So everything has laws.
