skinning program with zero resource usage

Is there a program out there that enables windows xp to be skinnned (as in changing the entire os's look and feel) without any resource usage? I'm sure that it's been mentioned but can't remember what it was called. Anybody willing to help?

Just to be pedantic, this method does utilize resources as you need the themes service to be running in order for it to work. This is where the people who bemoan windowblinds resource usage miss a trick: you don't need the themes service to be running if you use windowblinds!

Sod Windows Blinds, I find it crashes a lot.

Go the natural way bud, get UxPatch thingymabob.
Download and extract themes in the Windows Resources folder et viola Bob's Your Uncle.

No unusual CPU usage and it doesnt hog your system!
