Homeplugs are working fine then.

Can't advise on anything else unless we get some router stats and know how far you are from the exchange.
 
That means not a lot!

Go to 192.168.0.1 in a web browser and take a look at the diagnostic information then show statistics.

200Mbps is the maximum speed of the homeplugs. Your internet connection is only 13Mbps. Guess which one is the limiting factor?

You'll get around 100Mbps on your internal network for transferring files etc - limited by the 100Mbps ports on your Sky router.
 
How can you tell from looking at that ?
I'm not questioning you, just interested.

ADSL line speeds drop with distance. I'm 300m from the exchange and get 22MB, you will get less being further away.

Google ADSL2+ speed graph or ADSL2+ line speed calculator. You can feed in some of the numbers above and it will give a theoretical maximum, you'll get a bit less as no line is perfect.
