6100T is a lower watt CPU at 35 watt compared to the 6100 51 watt, it runs 500mhz slower as well.

Throttled. Or possibly Turnip.

I think it's T for Thermal, as in the thermal output is lower due to reduced clockspeed and voltage. They are designed for mini builds with small/pico power supplies.

They are locked. If you mean the BCLK overclocking that returned with Skylake, I would assume so (assuming you have a compatible motherboard and BIOS version).
