skype video call problem

anyone having this issue or know what the problem is?

When I make a skype video call to someone who is also using video on skype everything is fine: I can see them, they can see me, and we can see ourselves in the picture in picture image.

When I make a skype video call to someone who does not have video enabled (or doesnt have a web cam) they cannot see my video. I can see my video previewed in skype as normal, but they do not receive the video.

I'm using the latest version of skype (3.6.0.248), and I have tried with people using different versions (including the latest one that I use). I have also tried using a couple of older versions but no joy.

I havn't used skype video for a while and only just hooked up my web cam again and are getting this problem (I've tried all the different settings in skype: video settings and privacy settings). Is this a new skype limitation (security?) so that in order to have a video call both parties must enable and use a web cam? Or is it a bug or problem with my setup?

[edit] I will venture over to the official skype forums, but thought I would be lazy and try here first ;)

[edit] incase anyone gets the same problem, make sure your skype mates have their windows colour settings set at 32bit (they had theirs set to 16, problem now solved), phillistines lol
