Skype/VOIP / Landline hybrid phone?

Do they exsist? it plugs into rj11/45 would use a personal account or family one.

ie, my mum can dial out to my skype or vice v? or use Fibre even.

I use Sipgate.

It is very cheap. Gives you a local phone number and using a Linksys Pap2 adapter, I can connect a standard phone to use their service.

It includes voicemail. Online billing and I've been a member for years without issue.

I use Virgin Cable and Sipgate to get all comms I need.

There's plenty of Skype/landline phones around if that's what you're after - Philips do the 8551 and there's more on the Skype shop Skype shop.

Vonage? we use it at work. no pc required.
