I have a 6950 and i get an constant 60fps outside of cities, but inside cities and facing a certain way it drops down to mid 20's. I have tried lots but can't seem to find a solution unfortunately. It hasn't bothered me too much though.
The one thing i did do which helped was to turn AA off and use FXAA instead, also shadows seem to kill fps so turning them down will probably help a bit.
BTW i also have all of the HD textures installed and a custom config and they haven't made any difference to FPS, It was exactly the same with vanilla and a highly tweaked(much better looking) game
