skyrim bug or part of the game?

went on a bit of a ransacking spree on the first village i came to, but i've found that some of the characters just cant be killed.

you beat them down and they drop to their knees but just get up and keep on attacking, surely a swift broadsword to the head is more than enough to keep them down but no they just wont die.

is this a bug or am i not meant to go on a mad gta style rampage ?

Yeah I think similarly to fallout 3 certain characters can't be killed, usually quest characters I think.

Problem being they tend to not be happy with you for bludgeoning thtem so tend to keep hunting you till you die

Sometimes sheathing your weapon will stop them attacking. You will still have a bounty on your head though.
