Skyrim bug

Hi, ive been having a bug where black lines will go across my screen, you can also hear a static noise. Its as if im underwater, it only happens sometimes and when i look directly at the sky. is anyone else having this problem ?

its just a bug. i thought it may have been to do with the grpahics cards but it just as if the ground is water. its weird. Drivers are up to date, just slightly below ultra settings and 1920x1080 res.

I would really like to sort this out as well, it is playable but annoying.

Outside cities no matter how much is going on on the screen i get 60fps constant(with vsync on), likewise anywhere indoors, but in cities any places with buildings it can drop as low as 20fps.

I fought the first dragon getting 60 fps with no dips with loads going on on the screen, then returned to Whiterun and was getting 25fps

same, i was near 100 fps on the dragon fight then down to 40 in whitefall.
