You need to give a bit more detail like what resolution will he be using, what are the rest of the system specs and what will the system be used for.

1080p, gaming on things like arma 3, dayz stand alone, bf3/4, splinter cell blacklist etc. running an i5 3750 k oc'd at 4.5ghz on 750 psu

Two GTX 680s or 670s for that matter are faster than a GTX 780 but also limit future upgradability. It could also be said that both of your friends choices at the moment are a little more than is needed for 1080p unless he is looking to run most games with very high settings.

If it was me I would go for the GTX 780 as this leaves room for the future option of adding a second GTX 780 and also the option of upgrading the monitor to a higher resolution setup.

Unfortunately (for me) early BF4 stats seem to show vRAM usage above 2GB in resolutions above HD.

If your friend is happy to stay at 1080, then even one 670 could be just about enough. Two 680s would be overkill.

However, if he may want to get a bigger monitor in future, one 780 would good, leaving the option for SLI down the road.

The joker of the pack would be 2x680s (4GB editions) in SLI.
