Have you tried unplugging one of the monitors and trying a fresh driver install with a single device connected. It's also worth trying removing the second card installing with one card/Fresh drivers then installing the other.
I had an issue with my 690 that if I installed with my 3 outputs connected it would only run as to single cards.
I have not read all of the thread but I had the same issue and it was a fault SLi bridge which OcUK managed to send me out a replacement and it sorted it all out

This explains why your having issues
You need to use Coolbits to run cards with different vram.
That's your problem. You cannot Sli 670's with different ram sizes. I tried a few hacks once but ended up with problems. I would return the newest card and buy a matching ram size one to your old one far less hassle that way....
