SLI - second card throttling back

I just got a G15 keyboard and installed the evga precision software on the screen on the keyboard great I thought I can monitor my cards whilst gaming :)
Both my 260's are set at a core clock of 675 mhz in precision .
Now I know that these cards throttle back when doing mundane tasks, ie at desktop or surfing etc, and this shows on the g15 display as both cores clock themselves back to 300 mhz.
Now when I start a game , for instance cod mw2 both cards rev up to there pre defined clocks of 675 and away I go, BUT after about 20 seconds or so the second card then throttles back to 300 mhz.
Now is this because the game isnt demanding enough for both cards to come into full effect or is it something else? and can I stop it ?
I would like both cards to be at full chat all the time any ideas

In the nVidia control panel under manage 3D settings - change multi-display/mixed GPU acceleration to single display performance mode and if your using win7 then change power management mode to prefer maximum performance...

yup that worked ok :) so long as vsync is off the cards run at full chat but with sync every frame enabled in the game menu the second card still throttles so I guess It isnt really needed to run at 60fps or under
