Slight annoyance. Overclock speed not shown correctly in Windows

As subject really. Its only a slight annoyance but Windows and Futuremark ID my CPU speed as 3.3GHz whereas CPUZ correctly sees it as 4.5GHz.

Most of my previous systems have shown it correctly apart from 1 which did the same back in my XP days.

Any ideas why that is and is it changable?
 
Windows 7 has never seen my overclocks. Possibly because it's because its a turbo boost, rather than a permanent OC (for my set up anyway).
 
I can't actually remember Windows ever picking my overclock up. It's because it reads the CPU speed from the CPU's info itself which identifies it as a Core i7 blah blah rather than reading the speed directly.
