Slight Vega 64 issue

Hi guys got a slight issue with my Vega 64 card

If I boot my pc before turning my monitor on it boots with a mess of a picture and low resolution adlnd if I leave my pc and flick monitor off upon turning monitor on I lose resolution settings and I hear a usb disconnection noise ( I need to unplug display cable )

If I turn monitor on before pc it's fine and if I don't turn monitor off then there's no problem
 
What monitior? are you using hdmi or dp? Has it always done this with the vega or did you just get the card and are just now seeing this problem with it? :)
 
My monitor is a Dell s2716dg and it's only happened with the Vega card on my previous nvidia card it didn't happen

And I'm using dp
