slightly annoying graphics problem.

hi, I'm having a slight problem with in game graphics and i'm not sure what the problem could be.
I am also not sure quite how to describe it. First off, i have had two gpu's and it has happened with both of them and the onboard too, so i don't think it is a gpu problem.

how to describe it..... it happens in game and during cut scenes, and usually when i am panning the camera around, or am up close to an object/backgroud.
its just a small flickering line across the centre of the screen that appears for a milisecond, but i am starting to notice it now (once you've noticed something, it is very hard to ignore it, lol).
It has happened in all games, with 3 different gpu's so i am thinking it might be the motherboard?

ps, i'm sure there is a simple term to describe it as it's quite common i think, but i can't for the life of me think of it:)

btw, here are specs-

phenom ii x4 965 be @4ghz
asus M4A88TD-V evo 880g motherboard
antec truepower modular 650w
4gb corsair xms3 ram
cooler master elite 430 windowed case
samsung bd-rom/dvd rw
arctic cooling 7 pro
2x samsung f3 spinpoint 1tb hdd's in raid0
GTX 470

and i tried removing the oc on cpu, but that didn't stop it.
 
yep V-sync on, sorted. cheers guys.

Do you have to enable v-sync in game as well?

Will i need V-sync on in every game, because it's not ideal is it?
