Slightly confused about my RAM timings/speed

So I just grabbed a cheap hex core Xeon and after looking at my memory im not 100% sure its running at the correct speed. They are a triple channel set of Kingstone Hyper-X 1600mhz 2gb.

I tried eneabling the XMP profile but it fails to boot which is a bit weird.

Here are my CPU-Z screens:

This ram should do over 1600mhz at 9-9-9-24-36 1T

I have the 4gb hyper x kits rated 9-9-9-27-36 but they do the same settings above at 1.65v

You can't just set it and go. You need to fix other multipliers. Ram speed on 1366 era gear is tied to the speed of multipliers attached to the CPU. Do some more reading on Nehalem overclocking. :)

There's an old app called 'nehalem calc 1.3' which was useful.

Your current bios settings appear to be:
BCLK: 135 -- gives 3.105Ghz
CPU Multi: 23 -- probably auto
QPI Multi: 24
Uncore Multi: 20 -- has to be greater than double the mem multi.
Mem Multi: 10 -- this in combination with the BCLK is giving you DDR3 - 1350 speeds.

If you want an easy way to 'fix the ram speed' set the ram (9-9-9-24) then just change your BCLK in the bios to 160. If I'm reading your current numbers right it will put the ram at 1600.
