Slow fans down?

Open it up, and stick a resistor inline with the fans...
Stand back, and watch the thing overheat and cook itself....

Now go buy a quieter laptop!

Not a very helpful response but unfortunately bang on target at the same time.

not much you can do here mate as most laptop fans are controlled by temps. Just make sure the fan is clean and can pass air effectively enough. (if not blow out with compressed air)
 
you misunderstand. My comment implies that there is not much that can be done to resolve it and that your comments, although not what he would want to hear, are his only alternatives.
 
Clean it mate, laptops acquire really ridiculous amounts of dust inside.
Second, remount the heatsinks with a small amount of quality paste.

Both effects lead to a cooler laptop that wont have to spin the fans so fast, plus you get the fun of taking it apart :)
