I noticed CPU-Z have a top 3 chart i their hall of fame based on the slowest clock frequency ever achieved. Currently its this:

Lowest Frequency Reached :
- Nº 1 : viili reached 15.02 MHz with an AMD K5 [Details]
- Nº 2 : Supercoolin86 reached 15.4 MHz with an Intel Pentium [Details]
- Nº 3 : Drajka reached 18.43 MHz with an AMD K6-2 (model 8) [Details]

What would be the technicalities involved in getting clock speeds these slow. Is it doable on something like a core 2 duo?

just imagine how slow the fsb would have to be on a modern processor though to acheive less than say 35mhz....i doubt a modern processor would run much below 500mhz personally but ive never tried.
 
Is that website hosted on the 8mhz PC??? I dont even get a 404, it just doesn't even attempt to do anything.
