Slow Localhost Speed

I'm currently doing some development work that requires uploading several large files via a web browser. I'm using a Web Server (IIS 6) installed on my local machine (localhost) and file uploads are virtually instantaneous. Is there any way of reducing the speed to a more realistic, say 1Mb limit for testing purposes?

hehe. i have apache installed on my vista box and i can confirm that file uploads are pretty much instant. sorry to disappoint.

This app dose work but it's very temperamental. As far as I can tell it will only work when you type in the host name into the app and lunch the browser from there. Even then the page sometimes fails to load. This means I can't perform visual studio debug and speed test operations at the same time. I might be wrong, has anyone else successfully used Speed Limiter?

You can set a bandwidth cap on the Web Site instance in IIS administration.
