slow motion issue with a certain game

the game is called assault suit leynos and i bought it through steam.

it is already a lazy port to pc, what with certain buttons on the controller actually quitting out of the game.

it runs in slow motion.

rtss shows 6FPS!!!!!

i have tried troubleshooting, to no avail.

resolution
refresh rate
vsync
gsynch
exe compatibility mode
windowed/fullscreen

i have tried it on my laptop, and it is the same.

i have watched footage on youtube of people that have the game, and it plays at the correct speed.

there does not seem to be any threads with other people saying they are having this issue, witch puzzles me.

when i searched the net about games running in slow motion, people replied that it must be viruses or bad specs.

this is not the case.

it is running of the same drive.
no other programs running in the background.
plenty of drive space.

my specs:

windows 10
gtx 980
i7 6700
16gb ram

it is just this game, i i have tested more intensive titles on my pc, and there are no issues at all (dishonored=130fps & stalker=144fps consistently).

what can i do?

anyone?

i tried it on my oldert backup pc (win7), and it ran fine.

as mentioned above, i tried win7 compatibility mode on the exe, but that had no effect.

can someone tell me how i can troubleshoot what could be causing this?

i fear it is just the game, as i can nearly max out witcher 3, and other AAA titloes released within the last 5 years i have no real issues with.

why is a SNES era pc port title bringing my fps down to 6??

I think I would ask on the game specific forum on Steam. I have never heard of the game.
