Slow Motion Problem

I've been suffering with a problem for a few weeks now.

A few times a week I need to restart my PC as all of my 3D apps run at a slower speed than they should, this includes games and Skype.
FPS is fine but everything runs at around half speed.
I've never heard of a problem like this before so just wondering if anyone had any ideas.

I just turned my PC on and everything is running at about 20% speed. It takes several seconds for Chrome to minimize.
 
Done a virus and spyware check, everything seems okay.
I've reinstalled drivers a few times.

At first I thought it was just games, but it affects everything. Even folder windows were taking an age to open and close.

It only seems to happen on a cold boot. Once I restart it usually fixes itself.
 
Download GPU-Z and click on the logging function so it records your cards speed/temps vs time to a doc file, then after playing check the file to see if the card is reach its rated speeds.

Temps are fine, 75C roughly. And both cards are running at 1291Mhz. Fps is around 100.
 
Are you prepared to update the boards BIOS/SSD firmware etc (if they havent been done for awhile) then wipe the OS and do a fresh install and try again with the latest drivers etc.

I'm on the latest mobo bios, so a fresh install of Windows might be my only option :(
 
Does switching to a classic windows theme (disabling aero) fix it? If it does then it could be video card driver related.

Interesting, I'll try it next time it happens.

It has only started happening when I got my 970s, but I don't see how they could cause things to run so badly. Hmm.
 
I did a fresh install of Windows and now I'm having even more problems.
My pc fails to post 9 times out of 10, I get error code 62 which is "installation of the pch runtime services".
Anyone got any ideas? :(
 
Yeah I'm just using one card right now.
When it finally does boot I don't get an option to run at 120hz.
I also can't change the resolution from 800x600.

I think that's the bios I was on.

I think my mobo has packed in. I unplugged all my drives and gpus and just tried integrated graphics, it won't even post.
 
Yeah they have UK RMA don't they?

Not sure if it has a backup bios, but I've tried a cmos reset and no luck.
 
I've tried several bioses, same problem on each one. With integrated graphics it never boots, with a 970 in it boots about 1 in every 6 times.
