Slowdown logger

Hi,

Seems like my brothers PC has been over heating recently & sometimes he gets freeze lag in RF Online.

I think it might be overheating and I think he may be getting slow downs because the processor clock slows down because it gets too hot (forgot what it's called).

Can anyone point me to a heat/processor slowdown logger that can log heats & if the processor clock speed has been made slower?
