Slowing down old Games

Does anyone know a tool I could use for slowing down games under Windows 7-64 bit without using virtual PC or similar, just under native Win 7?

I just installed Commandos, and the game runs OK, but much too fast. I used to have the Slowdown and Moslo programs, but they can't cope with Win7.
 
Thank Neil, but is this really a CPU slowdown utility? From what I've read it's a framerate limiter for FSX. Does it double for slowdown for other programs as well?
 
I must be doing something wrong somewhere. Created a batchfile (with and without the GUI as well as with all combinations of switches), but the message is always:
'FPS_Limiter.exe: Could not create game process.'
Logfile is also not created. I checked and no directories are write protected either. Any tips?
 
Sometimes if you set core affinity to use only 1 core that makes the game run at normal speed.

Works with UT99 - run game, task manager, right click game process, core affinity, leave just 1 core checked.
