Small issue with new build

Hi, a friend of mine ordered parts to build a pc and asked me round to build it today, build went fine, booted ok and managed to get windows installed. After about 30 mins the computer got slow like e.g. extracting motherboard drivers from a 50mb took over 3 minutes and then suddenly the pc turned off and would only turn on for a second before turning off, when i openned the case i touched the heatsink and nearly burnt myself. when the pc did turn on the fan for the heatsink wasn't spinning as it was catching on the cable and i had to move the cable and restart and it did spin. this is the stock intel cooler, would the fan not spinning be enough to cause it to overheat and shut down? also after getting into windows i monitored the temps and ran prime95 and it didnt breach 65 after 10 mins this is with the fan spinning any thoughts?

gigabyte z77-d3h
intel i5 3570k
8gb 1600mhz patriot ram
his 7850 ice-q
1tb WD blue
corsair 430w
tp-link wifi card
and some case i cant remember the name of
 
no problems like i monitored the temps and they stuck at like 39~ degrees and prime95 didnt make it overheat so i assume its fine, he also hasn't rang me to say its stopped working again so i assume that was the issue
