small itx build for steam os streaming build budget £300

hi there all

as the title says im looking to build a itx machine to plug into the tv downstairs to stream from my main rig in my pc room upstairs.

my main rig consists of the following

i7 3770k 4.5ghz
gtx 970
samsung evo 850 250gb
segate baracuda 3tb
16gb hyperx memory 1600mhz
evga 850w gold g2
coolermaster nepton 280l
corsair 540air

now my tv downstairs is a panasonic 42et5b, it runs at 1080p 60hz.
now i have a 64gb ssd that i have created a 32gb partition in fat32 and have placed the steam os download onto so thats out the way so all i am after is the

itx case
cpu
itx mobo
ram
small but decent psu

as far as the case goes i do not want anything too big as it will mainly sit upstairs and come down only when i get some free time on the tv so im looking for somthing to easily carry about. im looking to spend up to £50 on

the cpu im unsure what is the best to handle the stream. would a intel duel core or amd apu be better as its a cpu and decent gpu for the task

not sure what wattage to go for but will not skimp on psu

any 4gb 1600mhz

Not available till November so might still build one. Not interested in the pie as I read it's quite complicated to set up
