Small photoshop favour

Could someone please help me resize and move some text on a picture? I am on a computer without shop and could do with a bit of help.

Picture is:

I need it to be in 1440 x 900 resolution / JPEG less than 256kb and the text moved to the top (i.e. not vertically int he middle).

I would be grateful to anyone who could do it!

i'm looking for a Jam Doughnut with Phil Mitchell from Eastenders face on it.....( philled doughnut.....I was tired at the end if my shift and cracked a stupid joke.....)
