Actually I don't think your allowed to take bottles even if they are empty they have to be small bottles, not half empty bottles, its not just the quantity thats the issue, its your ability to mix them together in one container making a compound they are probably worried about. So 2 equal size half empty bottles mixed could be mixed into one bottle which is what their issue is.

Nothing to stop terrorists buying a 500ml bottle of water airside and pouring the contents of their 100ml bottles into it to make a bomb...

Boots sell 2 sizes of empty travel size screw cap bottles one 50ml and one 100ml one they also sell spray bottles (50ml/100ml) and squeezy cap ones (100ml).
They are priced under £2.
