Small TV or monitor?

Is anyone able to comment on how the performance of a smallish (32"-43") tv would compare to a monitor of a similar price?

I am currently considering LG 32LM6300 for the tv and an electriQ 25" Full HD 144Hz (165Hz OC) HDR FreeSync Gaming Monitor (although I am open to suggestions).

I would guess that the monitor should perform better with games (I am hoping to buy either a PS4 or 5 at some point) but what about video? I am particularly interested in how the upscaling of low quality content might compare.

I cant speak for all TVs, but i had this idea once to get a giant high res monitor, so tried to use a 48" Panasonic 4K TV at my desk.

Completely unusable as a desktop monitor, motion blur close up was very bad (think mouse trails from the 90s), and it would lag behind your mouse movements by a fraction of a second, enough that it was hard to use desktop apps with any pace at all.

I now assume that this is why both categories of screens exist, and why monitors are so much more expensive :p
